=Reform-Process=
Since the founding of the UNEP in 1972 there is a discussion about the reform of it. Mainly since the end of the last century the reform-process becomes more concrete. Two parallel reform-ideas characterize this process.
===Töpfer-Commission and Cartagena-Process===
In 1998 there a commission under Klaus Töpfer the former UNEP-chairmen developed different reform-attempts how the UNEP could be developed.  Heart of this idea is again a personal, structural and financial strengthen of the UNEP, without an own entity. These ideas were assumed by the General Assembly. These ideas were developed in Cartagena in 2002 and the Plant of Implementation was assumed in Johannesburg 2002. Since then an assumption of this Plant of Implementation through the General Assembly is missing.
===UNEO-Initiative===
In 2005 Jacques Ciraque formed an international working group the United Nations Environmental Organization (UNEO)-Initiative. The idea of an UNEO bases on the Cartagena-process: All of the Cartagena-Ideas are integrated in this initiative. But the aim is the forming of an own environmental entity. Compared to the WBGU-Concept this idea is not a hierarchical one: The UNEO is more an umbrella organization- it integrates the Cartagena Process, therefore it is more powerful organization than the UNEP right now, but as well it integrates all the other initiatives but without disbanding them. They would still exists under this umbrella: It would be a better organization, using of synergies but in the same time would speak the environmental policy with one voice.
=Conclusion: Current Debate and Outlook=
Since then there were be different debates, the most important one to link these to ideas is the world-summit 2005: In the final-document §169 it means: »more tightly managed entity in the field of environment«. Beside this in the end of June of 2009 in Belgrade a further step of the very slow reform-process was taken: A next step of the discussion called the Belgrade-Process. Probably right now nobody can say when this process comes to an end. Maybe the decision will be taken under scientific and urgency aspects or economical and power interest will win-for both directions there are different examples in the history of the UN (Simonis 571).
Hopefully Rio+20 in 2012 is the change for environmental governance, like lots of people hoped the same for Copenhagen and the climate change. There is no doubt that a fast answer to the environmental risks is needed.
