Forests died, but now are recovering. Important nature reserves are Černý rybník and Jezerka. Historic monuments are rare because of the open pit mining and of the human waves of expulsion and immigration. Usti region has 820,000 inhabitants all in all. There are 46 cities, (80.7&nbsp;% of its inhabitants) and 354 villages. Villages up 500 inhabitants represent 54&nbsp;% of all villages in region, but there is living only 5,8&nbsp;% of inhabitants<ref>http://www.kr-ustecky.cz/EN/</ref>.
Most is one of 7 districts of region Ústí nad Labem. Usti region covers 5,335 km2, accounting for 6.8&nbsp;% of the Czech Republic’s total area. With approximately 831,000 inhabitants the region ranks fifth, making it the fourth densest area of the Czech Republic. Due to massive lay-offs and industrial restructuring Ústí is the region with the highest unemployment in the Czech Republic. The Czech Republic has on the one side a local energy concept for the ÚSTÍ Region and on the other side a national energy plan for the whole of the land. <br>

1) To reduce the area of the Ústí Region suffering from bad air quality to 5.5% of the region as a whole by 2020. <br>
2) To draw up plans for improving air quality in every town and area with bad air quality by the end of 2007. <br>
3) To reduce greenhouse gas emissions by 2020. <br>
4) To reduce particle emissions in t/km2 by 40% by 2020 and NOx emissions in t/km2 by 50% by 2020. <br>
5) To increase the number of public vehicles running on alternative fuels by 2020. <br>

- Improving the approach of individual towns and villages to integrated environmental protection. <br>
- The creation of sustainable development management to ensure the interconnectedness of the economic, social and environmental area of strategic development documents and to coordinate the implementation of their aims and objectives. <br>

Regarding the mining limits the regional government can make proposals. The actual decision is made by Czech government, which depends very much on national energy plans and visions. The national energy concept has special importance for the region because of the mines and power plants in the region. Brown coal contributed 76% to the electric energy mix in 2001<ref> http://www.europa-auf-einen-blick.de/tschechien/energie.php </ref> and 63% in 2010<ref> http://ekolist.cz/cz/zpravodajstvi/zpravy/podil-obnovitelnych-zdroju-na-spotrebe-proudu-cr-vzrostl-k-7-pct </ref>. So it will also play an important role in the future.


EU regulations may also be of importance for local decision, especially regarding environmental matters. This could result in going to court. Prosecutor could be neighboring Germany, in particular affected by environmental problems and related economic circumstances.
